The Coalition for Renewable Natural Gas (RNG Coalition) supports the U.S. Environmental Protection Agency’s decision to deny a petition for a partial waiver from mandated 2023 cellulosic biofuel volumes under the Renewable Fuel Standard (RFS).

In December 2023, petroleum refining interests (AFPM) petitioned EPA for a partial waiver of 2023 cellulosic biofuel volume obligations established under the 2023-2025 “Set Rule” passed in the summer of last year. EPA today announced its denial of that petition, rightfully recognizing that it did not have sufficient merit or basis to justify a waiver for 2023 cellulosic biofuel volumes.

RNG Coalition has long engaged with EPA to ensure enforceable volumes that support a growing renewable natural gas industry and views today’s decision as a positive step forward.

“The AFPM request to reduce cellulosic biofuel volumes was invalid and properly rejected,” RNG Coalition Director of Federal Government Affairs Geoffrey Dietz said today. “RNG has grown substantially under the RFS, and significant investments continue to be made to ensure the volumes, providing substantial economic and environmental benefits as envisioned by Congress.”

“We appreciate EPA’s confirmation that it will enforce the volume requirements it sets under the RFS.”
