Reps. Richard Hanna (R-NY), Tom Rice (R-SC) and Mike Michaud (D-ME) have introduced a bill endorsed by the Petroleum Marketers Association of America (PMAA) and New England Fuel Institute (NEFI) that would delay the 34-hour restart provision, reports PMAA in its Nov. 1 Weekly Review.

The restart provision began earlier this year as part of the hours of service (HOS) rule concerning how many hours commercial truck drivers can spend on the road.

On July 1, the Federal Motor Carrier Safety Administration (FMCSA) enacted a new Hours of Service (HOS) rule, which is taking a toll on the trucking industry. Congress required the FMSCA to complete a comprehensive study before imposing new hours of service standards. The “True Understanding of the Economy and Safety Act” (TRUE Safety Act), H.R.3413 will rein in FMSCA and postpone the 34-hour restart provision until its study is complete (pending an investigation by the Government Accountability Office) and require an additional study to ensure that truckers are not over regulated.
