Lawmakers may seek to change who the obligated parties are under the U.S. Renewable Fuel Standard, as well as repeal an exemption for small refiners, as they draft legislation to reform the biofuels blending mandate, reports Platts, citing unidentified sources.

The sources said those two items are being strongly debated for inclusion in the bill, which the House of Representatives’ Energy and Commerce Committee is currently hashing out, Platts reports.

Changing the definition of an obligated party could be dicey within the oil industry, whose varying players have declared either hardship or windfalls from the trading of renewable credits, known as RINs, according to Platts.
