ILTA’s Advanced Tanks-Air Emissions training seminar will be held November 12-13, 2013, at the Hilton Hotel in Long Beach, Calif. It will be conducted by Rob Ferry, PE, of the TGB Partnership.
The workshop provides a detailed look into air emissions issues relating to the design, construction, and inspection of aboveground storage tanks. It addresses regulatory compliance, emissions calculations, and record-keeping and reporting requirements.
Updates for 2013 include:
- Shale Oils – True vapor pressure (TVP) determination. Industry studies have shown the RVP-based approach to have significant potential to either overestimate or underestimate the TVP of shale oils, depending upon the scenario. Alternative approaches will be presented.
- Heated Tanks – Special considerations for estimating emissions. Potentially underreported emissions from heated tanks have been a recent enforcement focus. One issue is the potential to significantly understate the TVP of heavy stocks if relying on EPA’s TANKS 4.09 program. On-going field studies mandated by EPA suggest there may be additional issues, which will be discussed.
- Oil and Gas Production – The compliance date for the new NSPS for oil and gas production (Subpart OOOO) is this year, and EPA has issued proposed revisions to the requirements for storage tanks. This rule will be a new topic for the workshop.
